В статье на основе британских архивных документов сформулированы основные вызовы, с которыми столкнулось Соединенное Королевство после Второй мировой войны при проведении колониальной политики. Одним из таких вызовов стало существование расовой дискриминации как в территориях, входивших в Британскую империю, так и внутри самой страны. Создание Организации Объединенных наций (ООН) привлекло пристальное внимание метрополии к этой проблеме, вынуждая Лондон пересматривать сложившуюся в колониях структуру отношений внутри мультирасовых обществ. Другим вызовом для лейбористского руководства стал увеличивающийся с окончания войны поток иммигрантов из слаборазвитых колоний Британской империи, осложнявший проведение как внутри-, так и внешнеполитического курса страны. В статье показан процесс принятия решений внутри лейбористского кабинета К. Эттли по указанным проблемам, включая причины принятия Британского акта о гражданстве 1948 г. и предложения британских чиновников по ограничению численности выходцев из колоний Карибского бассейна и Африки, по сути, означавшие отказ от дальнейшего соблюдения принятого закона. Выводы, сделанные автором статьи, опровергают некоторые устоявшиеся в отечественной и зарубежной историографии данные о причинах и численности увеличивавшейся численности иммигрантов и дают представления об истоках современных миграционных проблем Великобритании и Европейского союза в целом.
