В 1991 г., после распада Советского Союза, на территории Российской Федерации и бывших советских республик возник риск распространения ОМУ. Осознавая эту угрозу, Европейское экономическое сообщество разработало программу ТАСИС, призванную оказывать финансовую и техническую помощь странам бывшего Советского Союза. Позднее Европейский союз присоединился к программе Совместного уменьшения угрозы и к проекту «Глобального партнерства» на базе платформы G8. В статье анализируется эффективность реализации программ в 1991–2006 гг.
