Вторая мировая война обозначила начало нового периода в колониальной политике Великобритании. В 1945 г. Палата общин утвердила новый Акт колониального развития и благосостояния, направленный преимущественно на слаборазвитые африканские колонии. В рамках этого закона основной упор был сделан на реализацию масштабных социально-экономических проектов, призванных содействовать развитию промышленности и сельского хозяйства и повышению уровня жизни колониального населения. Эти задачи лейбористское правительство К. Эттли пыталось совместить с планами по укреплению британской экономики и общего единства внутри империи в условиях начавшихся процессов деколонизации. Одним из таких крупных социально-экономических проектов в рамках общей политики колониального развития во второй половине 1940-х гг. стало выращивание арахиса в Танганьике. Автор на основе британских документов министерства по делам колоний, министерства продовольствия и кабинета министров проанализировала ход реализации проекта и причины его провала. Автор приходит к выводу о том, что уже на этапе замысла проекта и в общей оценке развития африканских территорий правительство К. Эттли допустило ряд просчетов, в последующем обусловивших отказ от частично реализованной идеи.
